The IRS workforce has been reduced by 26% since January with 17,500 employees taking buyouts through DOGE’s Deferred Resignation Program. In addition, 31% of IRS auditors are gone.

As for USAID, it officially ceased operations on July 1, after a series of actions by the Trump administration to dismantle it.

January 20
On his first day in office, President Donald Trump signed an executive order imposing a 90-day freeze on all U.S. foreign aid, including over $40 billion in USAID-managed international projects.

Late January–February:
Staff Furloughs and Headquarters Shutdown

January 29:
Hundreds of USAID contractors were placed on unpaid leave or terminated, with stop-work orders affecting 600 personnel.

February 3–10:
The Trump administration, with support from DOGE ramped up efforts to dismantle USAID.

Staff were locked out of the Washington, D.C., headquarters, and the General Services Administration stripped USAID of its lease.

Employees attempting to enter were turned away, and the agency’s website went offline

February 21, 2025:
A federal judge cleared the way for the administration to pull thousands of USAID staff off jobs globally, with overseas personnel given a 30-day deadline to return to the U.S. at government expense.
This affected approximately 1,600 U.S.-based staff through a Reduction-in-Force (RIF) announced on February 23

March 10:
Secretary of State Marco Rubio announced that 83% of USAID’s 6,200 programs (approximately 5,200 contracts) were terminated. The remaining 18% (about 1,000 programs) were to be absorbed by the State Department.

June 11:
Rubio ordered the elimination of all USAID overseas positions by September 30, 2025, transferring all foreign assistance to the State Department.

July 1:
USAID officially ceased implementing foreign aid, with its remaining programs absorbed by the State Department.
Rubio announced the agency would no longer provide assistance, and foreign aid would be limited and targeted to align with U.S. interests.

The staff was reduced to approximately 15 legally required positions from a pre-administration total of about 10,000.
