The NGO, the non government organization that gets that money, contracts it out to somebody else, and then they subcontract it. So there’s like three or four middlemen.

Marco Rubio, who’s the secretary of State, he’s a very good friend. What he told me is that his best estimate, after he had his team look at it, is that 88 cents of every dollar was actually being collected by middlemen. So every dollar we were spending, humanitarian assistance, 12 cents, was actually making it to people who needed it.

Vice President J.D. Vance and Secretary of State Marco Rubio have both asserted that a low percentage of foreign aid, specifically around 10-13% of USAID funding, actually reaches the intended recipients

. They argue that the majority of the funding is consumed by overhead and bureaucracy within the “foreign aid industrial complex”. 

However, this claim has been called misleading by some. Critics, including Democratic senators, point out that the figures primarily reflect aid dollars that go directly to local organizations, and exclude money sent to well-established international organizations like Save the Children, according to The New York Times. These organizations, they argue, are efficient in delivering aid directly to recipients on the ground. 
In the context of these claims and the Trump administration’s actions, the US Agency for International Development (USAID) has faced significant scrutiny and has seen its functions consolidated into the State Department, with billions of dollars in foreign aid being cut. This restructuring has also been driven by claims of waste, fraud, and abuse within the aid system. 
It is important to note that the effectiveness and transparency of foreign aid programs are complex issues, and there are varying perspectives and interpretations of the data.
