Officials state that when agents initiated a stop, Mejia exited his vehicle and ran into a nearby home, leaving his young daughter inside the car. Video released by authorities appears to show officers asking the man to present identification before releasing the child to him.

The agency said officers ultimately transferred custody of the girl, who is a U.S. citizen, to her grandmother.
