Reports show that the Obama administration made two cash payments to Iran totaling $1.7 billion in 2016
- The first payment was $400 million.

These payments were made in relation to a long-standing dispute concerning a failed arms deal from the late 1970s. The timing of the first payment coincided with Iran’s release of several American prisoners, which fueled a debate about whether the payment was a ransom.
The Obama administration denied that the payment was ransom, asserting that it was part of a settlement for a legitimate financial claim at The Hague Tribunal. Officials also explained that the cash was delivered because sanctions made it difficult to process payments through the international financial system at the time.
However, critics, including members of Congress, raised concerns about the timing and method of the payments, arguing that it could be perceived as a ransom payment and might put more Americans at risk in the future. The U.S. House Financial Services Committee noted that some Justice Department officials had warned that Iran might perceive the payments as ransom.
