Michael Kehoe, Mohamad Nawafleh, Omar Alrawashdeh, Gamal Obaid, Emad Alrawashdeh, and Arlasa Davis— are being charged in a $66 million fraud and bribery scheme involving the SNAP.

The scheme – that started in 2019 – is being described as one of the largest food stamp frauds in U.S. history

According to the FBI, the group orchestrated a sophisticated network by obtaining and using about 200 unauthorized EBT terminals to process over $36 million in fraudulent transactions, racking up a total loss of $66 million in taxpayer dollars.

The group submitted fake USDA retailer applications, using confidential USDA data, then bribed the USDA employee to approve the terminals. The unauthorized businesses would then process transactions at the EBT terminals, and pull out cash.

They are being charged in the Southern District of New York
